DIY parking barrier.

I live on School Lane, in Thorpe St Andrew (NR70EP). Roughly three weeks ago a barrier was put up in the lane. It is the area outside 1 School Lane. There is a metal barrier that has been erected to seemingly cordon off the area outside the house and restrict parking. It has been hammered into the ground and now there are large tree logs scattered behind and now leading along the side of it. School Lane is a very dark Lane, I cannot imagine this an official construction as it cannot been seen at night and is an accident waiting to happen. I would be grateful if someone could check this construction for safety as it is effectively on a public highway, you cannot see it until you are virtually on top of it and that is not safe.
