Stile on the path

Dilham FP9 at TG 3429 2586. Atrocious, apparently unlawful stile on the path.
By June 24th 2018 the stile had been replaced by a metal gate. The bolt is difficult to operate in account of a strong compression spring. The land seldom appears to be grazed, so why are the gates left bolted shut, across the path? Moreover, the path runs along the edge of the field, so why could the path not instead be excluded from the livestock (if and when any) by fencing, as per Norfolk C.C. published guidance?
