Bump in road - water leak?

On the A27, passing through Shootash in the direction of Romsey and just after rounding the bend and before heading up the hill towards the cross-roads, there has developed a bump in the road which is most pronounced towards the kerb.
Potentially this could be a water leak as there is often a puddle of water in a depression on the kerb edge of the raised bump.
The bump is noticable to vehicles travelling along the road in this direction.
