Persistent rubbish dumping by residents at no 79

The residents at no 79 persistently dump their household rubbish including kitchen waste, chairs, dog beds, nappies amongst other things, by the tree outside their house. They empty the contents of their wheely bin regularly. This picture was taken the day after the weekly rubbish collection (20th January 2018). This rubbish blows into other residents gardens and they have to pick it up themselves. Some residents including my parents are elderly and shouldn’t have to do this but that is almost besides the point, no-one should be responsible for tidying up after others. It is regularly reported but nothing is done and there are no consequences for those residents of 79. This has been going on since they moved into 79. This is a health hazard. When will the council do something about it.
