Engineering work not completed leaving unsurfaced trench on road

Some engineering work has been done to connect some services to a new development before Christmas 2017 the trench was left with loose aggregate only (most of which is now strewn on the pavement and carriageway). In the last couple days a surface has been added but it has not covered the trench very well and has left a step which will promote ultimately the repair to cause surface failure. This road has very high usage and used by heavy goods vehicles as access to a6 thus this poor repair is not fit fir purpose in such a road.
