Highway flooded under aqueduct, yet again

A section of the road is flooded, quite deeply, from one edge to the other so it's impossible to avoid. This road forms part of National Cycle Network (as the Trans-Pennine Trail) and it is a crucial link as it's the only way to avoid Edge Lane. Cycling through the water is a risk as there are often submerged objects that would be a hazard - when it was flooded over Christmas there was a car tyre and a concrete slab hidden in the water.
