Constant litter problem- uncovered refuse bins

Sent to Tower Hamlets Borough Council 3 minutes later. FixMyStreet ref: 1180627.

Local housing refuse bins are uncovered (except the recycle bins) and results in constant stream of litter being blow out into the Devonport Street front patios. These are deemed 'private' space so the street cleaners don't pick up waste which blows into them- but neither do the tenants! I don't blame them as it seems there's new litter every morning. BINS NEED TO BE COVERED!
