Standing water due to vegetation blocking drainage

The cycleway/footway south of Bridge Cottages and The Grange is not draining due to weeds and vegetation being allowed to encroach. This is a skid/crash/fall hazard when it freezes and can't be doing the surface much good. The standing water in the dipped section also pools back onto the carriageway. And as of today, there's a dead rabbit in the northern pool.

Please can this section be cut right back to expose the edging stones and recreate the little drainage gulley which was there when it was built?
