Refusal to pick up

Sent to Bath and North East Somerset Council 5 minutes later

A female, approximately 5' 4", short, dark hair with two dogs, one a Jack Russell type, the other a black labrador mix, allowed the black dog to foul along the shallows on the riverside of the low fence and where children play and adults picnic. When approached about picking it up, she said she always kicked it into the river. She had NOT done so on this occasion but left it in the grass.

Short observation saw her returning to the place marked on the map and enter one of the houses there. As we drove past five minutes later, a tall, gaunt, thin man crossed the road at that position. He had what looked like the black labrador mix on a lead.
Hope someone can call in and suggest they start to pick up their dog's crap. There are some piles along the bank there; enough to stop us returning to the public house or this area. We don't like cleaning it off our clothes or those of children.
