House number 4 parking across 2 bays

The neighbour at No.4 Sandringham Road refuses to allow three cars on to the parking area that is clearly designed for three cars. When asked he says he has bought it for £1000 from MBC! This is untrue, I have phoned MBC to clarify this. Is said neighbour allowed to do this? and if so does that mean it is fine for me to park over the two spaces in future? I look forward to your reply to this dilemma as it is already beyond a joke
