Pavement very slippery looks like oil

Sent to Hampshire County Council 4 minutes later. FixMyStreet ref: 1176920.

The footpath outside houses 5 and 6 Butlers close is very slippery especially after it's been raining, looks like something has leaked oil. Also patches of the grass are black which I believe is council property so they should fix this issue I saw a small child fall off his bike due to how slippery it is, fortunately the child wasn't hurt
