Accumulated debris in roadside gutter causing rainwater surcharge

Tower Street is a narrow winding lane that is used by a considerable number of visitors to the City visiting the Theatre Royal, Discovery Centre and Jewery Street restaurants having parked in the Tower Street Car Park. The unkempt nature of the lane does not do Winchester any credit. The accumulation of leaf debris over many years has now composted in the open drainage channel and is now home to vegetation which forms a trip hazard to the stepped alleyway, perpetuates surcharging of rainwater runoff onto the roadway and the public access gateway into Belgarum Court forming a large muddy puddle and depositing leaves on the highway forming a skid hazard. This stinking mass is polluted with litter, dog and human excrement and vomit from late nigh revellers. We have attempted to clear as much of debris as we can but we do not have the means to depose of such a large amount of contaminated material.
