THREE stairwell lights faulty

I have reported one of these faulty stairwell lights on numerous occasions over the past months. This faulty light is on the ground floor at the base of the stairs. This light has been repaired multiple times by your contractor, only to fail again after a few days.
I have also previously reported the faulty light that is on the first floor, between the entrance doors to flat numbers 167 & 169. I have not yet had a reply from the Council over this light, even though it is now approximately three weeks since I reported it.
Now a third light has failed. This light is also on the first floor, at the opposite end of the landing (at the top of the stairs from the ground floor).
The Council MUST address these failed lights quickly and to a satisfactory quality of repair.
These lights need to be working, as there is no other way out of the building in the event of an emergency. Not only that, it is dangerous in normal day to day use. The stairwell is so dark. Its the darkest part of the year and you have just bricked up all the windows that used to let some light into the stairwell.
Someone will seriously injure themselves, as half the lights aren't working. Plus, the Council cannot say it wasn't warned.

I'm assuming that this problem has been fixed, as the lights in question are now working.
However, West Lancs Borough Council have not been in touch over my report about the failed lights.
West Lancs BC neither replied to the report, nor contacted me to say that they've sorted the issue.
West Lancs BC need to take more responsibility and fulfil their obligations to residents & visitors.
