Our path way keeps getting flooded

Hi I have lost count how many times our pathway gets flooded and one does not do any thing about it why does this keeps falling on deaf ears all the time I have sent NFDC I’am not paying our rates until some one does something next step I will get onto the Parliamentary Ombudsman thank you mr j borley
