Bin needs replacing.

Sent to Middlesbrough Council 5 minutes later. FixMyStreet ref: 1168735.

The bin has been there for years and all of the paint is coming off it, and the lock dosent work because it snapped off due to rust the bin has holes in the bottom bcause it has been rusty for years and the golden/yellow bars on the side are falling off.
