Dangerous eye-level branches of tree in pavement

The small tree planted in the pavement at the boundary of 163 & 164 Westmead Road, SM1 4JR has fine branches that stick well out across the pavement at around 4 to 6 feet high. Even in daylight these branches are not that obvious (and so easily walked in to). At dusk / night / in the rain the problem is far worse. My wife has been caught by the branches on several occasions and it is only a matter of time before someone gets caught in the eye and suffers a serious injury.
