75 the highway constant rubbish overlfowing, dumping

Every week rubbish is overflowing and dumped everywhere near bins, attracting rats, seagulls, foxes. It is VERY DANGEROUS as seagulls dive bomb right next to Lewes road to get to the rubbish spread everywhere and that will eventually cause a fatal car crash.
