Bollard with no reflective material placed on cycle lane

A large bollard has been placed on the seafront cycle path where it joins the road at Maderia drive, forcing you to immediately go left onto to the road or you will crash into it. It has absolutely no reflective material on it and is next to invisible at night as it is an unlit road. The arrow on the road also suggests you should continue going straight on instead of going left and rejoining the carriageway.
