Traffic lights take a long time to change to green

The traffic lights on the end of Locksley street e14 take a long time to change to green. When they change to green it is after the set of light on turners road have turned to red. but mostly you have to wait for about the sets of traffic from tuners road to have past by 3 times on average. There is a sensor at the light on Locksley street but even when vehicles are lining up, the first vehicle right on the line or over the line, still the traffic light does not turn green. vehicles are forced to break the law in order to go. they have to go over a red light and this is dangerous if they go at the wrong time. Also vehicles block traffic when they cross red. When the traffic lights do not change the line of vehicles waiting to go builds up and other vehicles entering Locksley street cannot pass because this line of vehicles block the way since on the left vehicles are parked. emergency vehicles cannot even pass. It's worse in the Summer but this problem should be fixed because it's been like it is now for at least 5 years. Drivers shouldn't feel the need to have to break the law crossing on a red because the lights do not change when they should. Sometimes they change right away but mostly they do not. This causes confusion for penetrations too because they are unsure when to cross the street at the lights and often when they have the right of way vehicles are blocking their way sticking out into the road, having crossed a red light trying to enter flow of traffic.

They came out to fix the order of the changing of the lights, however there still remains a problem. I believe I know what it is. It's the senor on the lights on Locksley street. It should point higher up so that it can detect a vehicle that is waiting not right on the line. When vehicles don't wait right on the line the sensor does not detect them and so does not always change when it should.
