Blocked dyke outlet Salisbury Gardens

Who is responsible for the maintenance of the dyke outlet in Salisbury Gardens where the dyke goes under East Park Drive? The only people clearing the debris from the grill on a daily basis to prevent flooding are the greenkeepers from Stanley Park Golf Club. Yet this is council-owned land and, under riparian rules, the council have a legal responsibility to maintain the watercourse. The strong current and depth of water are extremely dangerous and a safety hazard to those trying to clear it and also to the public, especially any exploring children/animals. It is not cleared by the council, nor is it fenced off. If the greenkeepers don't clear it daily then it would flood regularly, as has happened yet again today (23/11/2017), flooding the whole of Salisbury Gardens and the golf course. The golf course and the gardens have flooded 4 times this last 6 months because of this. Access to the hospital will be denied if East Park Drive also floods. Please will Blackpool Council address this hazard ASAP?
