Van returned and seemily abandoned out side our house again

Van was removed on 1st November either by owner or council we don't know but it was gone the next day after reporting it (31st October 2017). However it has now returned on the 15th November 2017 to virtually the same parking space again within a few inches. Again it hasn't moved for the last 6 days. Have been told by a neighbour it was parked on the road by the local green for the two weeks and not moved from that parking spot until 15th November when it was parked outside our house again. We feel that this is definitely a hazard as you cannot see any vehicles coming from under the bridge when backing into the road from the driveway again. We also would like to know if it is possible for double yellow lines to be painted along this section of the road so that no one parks here..
