People parked in layby & bus had to stop IN ROAD!

Both sides of the road layby's are blocked with cars & people wanting to get on or off the bus are put in dangerous position & a injury waiting to happen! can council get a warden outside milford school & demand PAVEMENTS & layby's are kept FREE. Or will council wait for an injury or a childs death? Ie death caused by cars parked in BUS layby & or on PAVEMENTS?
