Fridge and bread dumped on the grass by a school

The patch of grass on the corner of Elmgrove Road and Station Road is a daily, and nightly dumping ground for people wanting to dispose of their rotting food and household objects. It has been happening for a long long time and I have been reporting it to the Council, Councillor Henson, the environmental health office and Gareth Thomas MP and all to absolutely no avail. It attracts rats, gulls and pigeons in an area with a school, play school and restaurants metres away. I have even seen children playing on this grass where incontinent rats urinate, potentially spreading Weils disease. I was supposedly allocated a council officer two weeks ago who was going to contact me about this but once again just silence and the problem persists. I was even told that the Council had run out of 'Do not feed the birds' signs and couldn't get any new ones. Utter disgrace. I have spoken to environmental enforcement officers on numerous occasions and they don't have the slightest interest in carrying out their duty in catching people doing this. This indolent attitude simply lets people get away with this type of antisocial behaviour. It smacks me as total disrespect for those who pay their council tax and dispose of their rubbish in the correct way. Harrow is turning into a filthy dirty hole. I have spoken to people from east and South London who know how disgusting Harrow is now. It never used to be like this, believe me my family have lived here since 1937. There are bins just metres away but people are too lazy and selfish to use them.
