Light deflector required on street light

There is a major problem with light pollution here , in the first floor flat, directly opposite Richie Place. The light shines into my living room and bedroom meaning, despite expensive blackout blinds, the rooms do not get particularly dark. Please can a deflector be fitted to focus the light into the street, not my bedroom?! This street is already dark due to the early LED lighting and I think a deflector would be beneficial in lighting the street better too.
