Traffic lights staying red for too long

Since the traffic lights were repaired a couple of months ago, the lights on the padestrian crossing on the opposite side of the road from Shepherds meadow (looking towards the m&s) stay red for a very long time. By the time they turn green again, the person that crossed is out of site. This is causing traffic jams and causing congestion at the Rackstraw traffic lights every morning.
