Wheelie bin obstructing parking

Sent to Leicester City Council 3 minutes later. FixMyStreet ref: 1139628.

A resident of 187 vernon road is putting a wheelie in the kerbside outside their house to save parking spot the have no drive or dropped kerb so have no rights to it , i have reported this before but it doesnt seem to have been fixed as it is now there from 8am to evening daily
