Unfinished cable TV cabinet hazard

Cornfield Close, Chesterfield, since approximately 04-Sep-17.

A base/foundation for a cable TV cabinet has been left in an incomplete state for two whole months now. After a couple of weeks someone returned to cover with a bin liner to prevent water ingress into the cable pipes beneath.

I cannot believe this complies with health and safety requirements. It is a serious trip hazard that has NO WARNING SIGNAGE. NO FENCING. NO HI-VISIBILITY IDENTIFICATION. And because it is recessed lower than the pavement service, with cable pipes (hidden by the bin liner), I am seriously concerned someone could break bones if they tripped and fell into this.
