Parking on pavement / blocking corner

Continual use of the pavement for parking. Makes getting by on scooter very difficult. Blocks the view from the corner when exiting Great Arler Road and also when turning from Sutton Road into Great Arler Road. Very dangerous, especially at night. Pavement / cable covers are being damaged due to the vehicles parking Is there any chance of concrete bollards being put in place to prevent illegal parking?
