Parking on pavenments and centre of road with hazard lights

A high volume of drivers are parking on double yellow lines and also mounting their cars on pavements outside shops on greenlane road. This is causing great deal of traffic chao because larger vehicles struggle to get past. It takes me on weekends between 2-5 mins to get past the traffic when it should only take few seconds if cars were not parked illegally. Also i have seen cars park outside shops in the middle of the lane with the hazard lights on while driver goes into shop rather then find parking in a side street. This needs to be resolved before a someone gets hit by a vehicle or accidents occure. On another note shop keepers on this stretch of road seem to have stalls outside the shops taking up 50%+ of pavements forcing people to walk on roads and causing problems for people with prams. Iam sure it must be illegal for a shopkeeper to occupy the pavement to sell their products.
Also regarding illegal parking another major issue is the junction of east park road and st saviours road where again people are parking on double yellow lines but this time actually parking upto the junction itself.
