Traffic lights phasing incorrectly

Traffic lights seem to be in some sort of default timed mode rather than relying on the sub surface detection, causing delays on all approaches. i.e. vehicles waiting at red signals when no other traffic is present at other approaches.

It has been like this since overnight work was carried out at the junction some weeks ago, which looked like new detection being installed.
