Bins filled by neighbours

Hi I am a a resident of the block 9-13 hooper lane and yesterday I watched a neighbor from the block 3-8 hooper lane filling our bins with stuff 1 bin is filled with rubbish including a TV flower pots a fire alarm and other DIY materials that the bin men will probably not take and the other bin is filled to the top with bin bags and a pillow and a glass table has now appeared next to the bins the guy was an older guy maybe early 50s slim grey hair and was seen entering the 3-8 hooper lane block of flats the residents of our block are now unsure if our bins will be emptied and as 1 is full and the other is half full, will there will even be room for our rubbish and do not want to leave it round bin area to encourage unwanted wildlife
