As you can see from wide angle there are no cars parked on road. This vehicle was parked on opposite side earlier where the chap is working. Path obstructed for pedestrians - many elderly people living here, some with walking aids. Work being carried out 67 The Derings but have seen same person previously doing the same when working at other addresses.
