Mud on road

There are 3 building developments at the top end by the A420. As far as I can see it is an offence under the Highways Act 1980 s148. I have to travel 4 times a day down the road, it will get worse in the winter and it will go on for years whilst they are building. FCC is just down the road and there are coaches full of children travelling up and down the road. If a farmer caused so much mud on the road, they would have to clean it up, so why are the developers not doing the same? It is a hazard particularly when it rains.
