Car blocking access to bins, so bin men couldn't take rubbish.

A car is parked out the back of the shops blocking the only access for bin men to collect the rubbish for the flats above the shops on br5 1la, which was meant to be collected this morning but couldn't due to this car. This has been a on going problem. The bins are already overflowing as other people dump rubbish here too and this is going to cause a pest problem, a rat has already been spotted down there a few weeks ago.
