Gas canisters little the street

Spotted four occupants of a Ford Kar (blue in colour) Reg S057NZH inhaling gas with balloons and then throwing their empty gas canisters out of the window. The floor is littered with these. I also have a 5 min video of these people doing this but not sure how to upload so took still images instead.
