Pedestrian dropped kerb

Hi, the owners of 25 Bunting Lane, Portishead BS20 have taken advantage of the official dropped kerb and created themselves an unofficial secondary car access /driveway to their home. When in use or not used occasionally a car is parked across the created driveway over the dropped pedestrian crossing. Or if the unofficial driveway is used the car can be seen hanging over the pavement. Is this legal, permitted or require planning permission for access over this kerb built by the developer for pedestrian use only. However the resident here has taken advantage of this for their own personal use?
