Overgrown brambles obstructing use of pavement

The pavement and street sign has been covered by brambles for as long as I've lived in meadowbank (20 years). This is due to the dilapidated farmers fence adjacent allowing the hedge to grow. The many elderly and young children in the area are forced to walk on the road and delivery drivers are unsure of the street address. This is causing the post from meadow view and meadow close to be delivered here due to a confusion in similar addresses.
