Cul-de-sac left unswept for months

I was given an assurance by a gentleman from W.C.C that our Cul-de-Sac would be swept every three weeks since when it was left to Biffa to do the job on a regular eight or ten week basis they didn't do it. It is now four months or more since our Cul-de-Sac was swept. The large sweeper -which won't fit into our single track road - was brought up a few weeks back and used to clear the rest of Fairdown Close. Our section was, as usual ignored. I have phoned to ask that someone should come and sweep our section because it is in a shocking state, where the mud is preventing the rainwater from reaching our one and only drain and the ivy which someone has cut is blowing about all over the street and down as far as the Alresford Road. It is most unfair that every time the Cul-de_Sac needs sweeping I have to go through this rigmarole to try to get it done
