Hedge from obstructing a public footpath

I've reported No. 96 Morse Street many times now to Calico, with a response that they will look into it. Couple of months later still no change. The hedge and garden are both over grown, no issue with the garden really as that's on their land but the hedge has covered the whole path and just left what was once a grass verge at edge of path. Some of the branches have thorns and are at toddler height which could easily do some harm. And as it's next to a school the foot flow during school times is high. If these people are unable to maintain there garden then maybe a fence should be suggested to them. The last time it was cut was over 12 months ago when Calico sent someone out but don't seem to be bothered this year.
