Public path obstructed by dwellings

Sent to Norfolk County Council 3 minutes later
Ludham FP 3: Between the grid references TG 3856 1836 and TG 3860 1833 the path is totally obstructed through the curtilages of two dwellings. One of the dwellings has actually been built across the path line.
August 2018: The situation here is farcical. On the one hand, there is a good path across the field (first attached photo). Yet, on the other hand, the entire south-eastern section remains blocked (second and third attached photos). The erection of a fence, in 2016, across the adjacent loke has even prevented the public from deviating around the obstructed bit of path. The local highway authority has known fully about the situation here for years, and yet is continuing to fail completely in its core duty of asserting and protecting the public's rights to the use and enjoyment of the path.
