Very Bright streetlamp outside our bedroom window, affects sleep

The Street Light over a public right of way to the side of our house shines directly into our bedroom window gravely affecting sleep quality. We are told we have to pay a fee or SSE to come out and put a "shroud or cover" over the rear of the offending light, we are told this is because the light has been installed for more than 12 months even though we have only aquired these premises and have been in residence since the 11th August 2017, some 5 days ago................ surely this is an environmental issue !!
