Vans and cars parking wholly on/blocking pavement

Sent to Hinckley and Bosworth Borough Council and Leicestershire County Council 1 minute later. FixMyStreet ref: 1090488.
Cars and vans park completely on the pavement with less than one person width between them Nd the flats they're parked in front of. Also blocks off the kerb side of the pavement because the vehicles are so wide. As well as this, the vans completely block off the windows of residents in the flats so that they get no sunlight into their homes.

Parking on pavements is becoming a big issue in Hinckley but the powers that be will not do a thing about it. It is an offence to drive on a pavement which drivers have to do in order to leave their vehicles in the first place, plus it is an offence to cause an obstruction. Again, nothing is ever done about it. We have complained to the Police & HBBC but neither want to act on the problem.

As a follow up to Pavement Parking the situation in Hinckley is just as bad as any other area of the UK. The problem is like everywhere else, no one in authority seems interested in the problem, Council, Police, you name them no one. It may not be an offence to park on a Pavement, (How they work that one out I don't know)? but it is an offence to DRIVE on a pavement, which they have to do in order to park, and it's an offence to cause an obstruction on a pavement, which they clearly are. It's about time these people with the power did something for their pay, and why not start in Hinckley, Leicestershire.
