Water leak which is flowing over the middle of the road surface

A water leak from under the riad, either side of a round manhole in the middle of the road. This is a permanent leak. Whilst this might be an issue for Thames Water, the road is Bromley Council's responsibility. If there is a water leak underground, which it looks there there is, this has the potential to erode the subsurface of the road which could lead to the road collapsing. The leak started of as a trickle now the flow of water is most noticeable and flowing down the road for several metres. Please can you advise/contact the relevant people to correct this issue before it gets any worse
