Consistent litter in Stow Park Circle

There is a consistent litter problem in Stow Park Circle with rubbish dumped in the gutters and pavements. Street cleaning is not conducted on a regular basis and when it is, litter is often left. The photo shows a massive tub of bottles, cans, plastic and wrappers that I picked up in ten minutes - this is not my responsibility and regular street cleaning should be conducted.

The problem is linked to the Registry Office and no bins placed by the entrance to the building- a simple placing of a bin would help to rectify this problem along with regular street cleaning.
