New gates been fitted but someone has padlocked them open

There has been 3 new gates fitted on each entrance of the park which is located in between Hill House Lane and the Ladies estate in Thetford which was great and a brilliant idea seeing as it's a children's play area, however a week or so after they were fitted unfortunately someone has tied and padlocked open 2 out of the 3 gates so they can no longer be closed. Please see photos attached. If you could have these padlocks and chains cut off so the gates can be used again that would be great. Thank you.
