Parking blocking residential off-road access (dropped kerb)

Old resident's parking space still being used despite enforcements signs removed when kerb was dropped in 2014. The space still has partial markings which presumably makes it look official. Most of the time the 'space' is empty (people realise they are blocking my off-road parking) but it has been occupied by the same car for many weeks, causing access difficulty for me. The extent of the dropped kerb can be seen from the darker shade of pavement surfacing. Ideally the double yellow line needs extending to match the dropped-kerb and the remaining markings from the old space removed, but I'll take your advice - thanks!
