Overflowing bins

This is a constant problem. The bins for Raleigh House in Alfred Road are continually overflowing. This has again resulted in the seagulls ripping open the bags and the resulting refuse being deposited all over the road and into peoples gardens. The problem is being compounded by the fact that some of the visitors ( They have name cards around their necks) to Bennett Court are also depositing rubbish in these bins. I witnessed several of them doing so last week and then driving off in a vehicle Reg Number WU56 VRD
