Double yellow lines faded - who owns this road???

Members of the general public are parking in such a fashion that it is obstructing the gates to the rear car park of Orchard Place. This issue has also meant that the refuse trucks are unable to collect the rubbish from Orchard Place leading to a significant build-up which is a health and safety concern. In light of the recent terrible events, I would also like to point out the blocking of the rear car park would deny the fire brigade access to the rear development which is a considerable concern. I have spoken to tower hamlets council that have explained that it is not their road.
