Rotten and vermin ridden tree on unadopted land

There is a tree at the back of number 3 Priory Place, but not within the garden of any residence - it is in a kind of no man's land between boundaries - which is rotten and has large rats living in it, which are causing problems in the area. Number 3 will know a lot more and be able to answer questions as they have also reported it to her own landlord who doesn't own the land the tree is on.
