Lady feeding seagulls everyday

Neighbour over the back of our house feeds the seagulls on her garage roof at least once a day, every day, all year around. Which results in hostile seagulls during the summer months (Injuries from bird talons included) and a lot of noise from 3am on wards. Makes living here a misery during the summer. Too hot to keep the windows closed, but open them and you're blasted with screeching seagulls from 3am. Right now we have two chicks and 4 adult seagulls flying around and attacking anyone who goes into their gardens. I Think it's number 27, little old lady.
Have you not simply spoken to her about it?!

Yup, we've spoken to her and sent a letter in the post, she still carries on with it.

Problem seems to have been fixed The council wrote her a letter, she wrote back saying she wouldn't be doing it anymore due to old age and failing health.
